Consultant – SOP Development for Victims of Trafficking Trust Fund

About the role
The International Organization for Migration (IOM) is seeking a qualified consultant to develop Standard Operating Procedures (SOPs) for the Victims of Trafficking Trust Fund in Lesotho. The assignment will support the Ministry of Home Affairs and Police in operationalising the Trust Fund established under the Anti‑Trafficking in Persons Act.
Key responsibilities
- Analyse the legal and institutional framework governing the Victims of Trafficking Trust Fund.
- Design comprehensive SOPs covering governance, administration, financing, accountability, disbursement, monitoring and reporting.
- Propose an operationalisation framework that outlines institutional, financial and legal arrangements required for sustainable fund management.
- Coordinate with IOM, the Ministry of Home Affairs and Police, and other stakeholders to ensure alignment with national policies.
- Prepare draft documents, present findings and incorporate feedback into final SOPs.
Required profile
- Relevant experience in policy development, public‑sector financial management or trust‑fund administration.
- Familiarity with anti‑trafficking legislation and victim protection mechanisms.
- Proven ability to produce clear, actionable procedural documents.
- Excellent analytical and stakeholder‑engagement skills.
