Cooperation Framework Mid-Term Review Consultant

About the role

The United Nations Resident Coordinator System is seeking a consultant to lead the mid‑term review of the 2024‑2028 Sustainable Development Cooperation Framework in Lesotho. This part‑time, two‑month assignment will produce a final report that synthesizes stakeholder feedback, presents findings, and offers actionable recommendations for the 2026‑2028 programming cycle.

Key responsibilities

• Analyze the current implementation status of the Cooperation Framework against its three strategic pillars.
• Assess the impact of reduced UN physical presence and increased regional support on programme delivery.
• Engage with UN entities, government officials, and civil‑society partners to gather comprehensive feedback.
• Prepare an executive summary, detailed findings, conclusions, and recommendations for adaptive programming.
• Coordinate with inter‑agency structures such as Outcome Results Groups, OMT, HNG, and MEL teams.

Required profile

• Advanced degree in international development, public policy, or a related field.
• Proven experience conducting mid‑term or performance reviews of multi‑partner development frameworks.
• Strong understanding of UN development processes and the Sustainable Development Goals.
• Excellent analytical, writing, and presentation skills.
