Senior Project Officer – Monitoring, Evaluation, Accountability & Learning (MEAL)

About the role

Catholic Relief Services is seeking a Senior Project Officer to lead Monitoring, Evaluation, Accountability and Learning (MEAL) for a multi‑county child development and protection project in Lesotho. The role ensures that project activities are tracked, evaluated and continuously improved to achieve better outcomes for vulnerable children and families.

Key responsibilities

• Organise and lead implementation of all MEAL activities in line with CRS quality standards, donor requirements and industry best practices.
• Facilitate learning throughout the project cycle, coordinate reflection sessions and guide partners in documenting lessons.
• Roll‑out and manage the project’s Feedback and Response Mechanism, ensuring timely response to community input.
• Collect, analyse, validate and report project data, working with national information systems and government counterparts to improve data quality.
• Coordinate national and sub‑national consultations to identify MEAL system strengths and gaps, and support capacity‑strengthening plans.
• Provide technical assistance and mentoring to government MEAL staff and local partners, promoting integration of project tools into national processes.

Required profile

• Significant experience in monitoring, evaluation, accountability and learning within development or humanitarian projects.
• Proven ability to coordinate MEAL activities, manage data collection and reporting, and guide partners.
• Experience working with government agencies and multi‑stakeholder environments.
• Strong analytical, reporting and facilitation skills.
