DMEAL Specialist – Faith and Community Initiative (FCI)

About the role

The DMEAL Specialist will design, implement and manage the country‑level Monitoring, Evaluation, Accountability and Learning (DMEAL) system for the Faith and Community Initiative (FCI) programme. Working under the global MEL framework, the role ensures data quality, evidence‑based decision‑making and alignment with national health information systems.

Key responsibilities

• Develop and periodically review the country‑level MEL plan, indicator reference sheets and data collection tools.
• Adapt global indicators and MEL standards to the country context, ensuring comparable reporting across the FCI consortium.
• Maintain project monitoring and evaluation systems, establishing indicator tracking and donor reporting mechanisms (DATIM/GHSD).
• Strengthen DMEAL capacity of sub‑awardees, government partners and internal staff.
• Integrate MEL inputs into country work planning and ensure they are tracked against the Performance Monitoring Plan.
• Establish functional beneficiary feedback, complaints and response mechanisms in line with World Vision accountability standards.

Required profile

• Experience designing and managing MEL systems in health or humanitarian programmes.
• Proven ability to work collaboratively with ministries of health, implementing partners and faith‑based organisations.
• Strong analytical mindset with a focus on data quality and continuous learning.

Required skills

• Proficiency with DHIS2, DATIM and GHSD reporting platforms.
• Knowledge of national HMIS/DHIS2 integration.
• Data collection, management, quality assurance, analysis and reporting.
